Rose rust problem

I've been looking around for a solution for my problem with rust on my roses. I cut them down to basically what looked like knuckles, and the rust came back. We used Bayer All-in-One, Neem oil, cutting off the leaves that had spots, EVERYTHING, and nothing seems to work.

Does anyone have any ideas? Apparently California has a big problem with this, especially on the coast where I am.

I am going to try and paste a link in here. One of the most important things is air circulation. Thin the roses, do not cut the branches down to nubs. You need to keep all fallen leaves picked up. If you want a non toxic method for spraying try 1tsp. baking soda per quart of water, weekly. Rust on Rose Leaves - Rose Magazine

I don't know much about roses but I do know there is a daylily rust that is pretty bad. If this is anything like that I can tell you that the treatment usually involves two fungicides that you rotate each one everytime you spray. I can't for the life of me remember what products we use to recommend but I can imagine if this rust is anything like the rust on daylilies you might need to look into using fungicides.

I use a product called "Green Cure". It is potassium bicarbonate, as opposed to sodium bicarbonate (baking soda). I have found the sodium is not the best to use. The American Rose Society recommends the green cure.
