I am going to try and paste a link in here. One of the most important things is air circulation. Thin the roses, do not cut the branches down to nubs. You need to keep all fallen leaves picked up. I don't know much about roses but I do know there is a daylily rust that is pretty bad. If this is anything like that I can tell you that the treatment usually involves two fungicides that you rotate each one everytime you spray. I can't for the life of me remember what products we use to recommend but I can imagine if this rust is anything like the rust on daylilies you might need to look into using fungicides. Good luck! I use a product called "Green Cure". It is potassium bicarbonate, as opposed to sodium bicarbonate (baking soda). I have found the sodium is not the best to use. The American Rose Society recommends the green cure.
