| I'd look closely for insects. You may want to use a strong magnifying lass, first on the back of the leaves, then the front, then at the base of the bulbs on the Catts.

| I don't think I would be removing any part of a leaf for black spot fungus, but if it starts to spread, then it is probably not fungal, but bacterial (usually with a wet look), and that should be removed with a little edge of uninfected material to be sure you get it all. At present, I would not remove anything. Need to wait to see if there is any spreading. I have used a black marker to dab a small dot at the current perimeters to note any spread. But then, I have so many plants, that memory of one plant is a little iffy. Black spots are usually due to poor culture, and wet and cold conditions. It probably won't get worse, but you will have to let the plant out grow those old leaves before you will have a particularly nice looking plant again. Nothing will make them go away.
