Phal problems, please help

I am having a problem with my phals, this season I have having troubles getting them to bloom.
I recently moved to a new place this last year approx. 9 months ago.
I have all my orchids in and large tall east window. I would think they are getting enough light. I recently added a grow light to the set up and given is a longer time so the plants receive light for a longer period of time.

one bloomed from an old spike,with a small and few buds, but the blooms dropped off pretty quick ( within 2 weeks), no new spikes not even a start.

I have giving them tap water with orchid food fertilzer. which i leave sit out, i checked with my local water treament center and they use both chorine and choramine for treating so to be cautions I leave it sit out for 24 hours.

How much and what or kind of cycle/schedule should i be fertilizing my plants?
and what about light? do I need to change the amout of light and or the length of time.

The leafs look great as a whole the plants look to be in good health. I examined the tips and no burns, from what I am seeing.

Also one other problem, is I repotted 3 of my phals in bark, because they where in Sphagnum moss,and had some root damage, after I did so they plant wilted and I am having problems with this as well. I am watering more regularly because of the new medium, but don't know what I am doing wrong.

The flowering time for Phals in North America is coming to an end, so for some reason, perhaps the change in your location/conditions, it sounds like your phals skipped flowering this season.

What kind of fertilizer are you using (balanced? high nitrogen?) and have they flowered successfully before for you while using this fertilizer?

Many phals, especially the large hybrids, flower seasonally. Their bloom cycle is triggered by a 10-15F day-night temperature difference and the slightly cooler autumn nights (though not technically "cool" in orchid growing terms). A successful grower of big phals in Michigan uses a bloom boosting fertilizer on phals starting in August and going until January or there abouts then switches to a balanced (20-20-20) for the rest of the year.

No I have not had them bloom on this fertilizer, but this my be may fault too. I was told to cut back on my fertilizer from the fall to January to encourage blooming. I am using brand call "Orchid Food" by Schultz I believe.
I know a little bit about the fertilzers as high Phosphate content will encourage blooming in most plants.
Is there a fertilizer you suggest and have had sucess with? and if so how do you administer it? schedule throughout the year.

Also this winter our heat went out and we couldn't get it fix for about a month belive it or not. Burr makes me cold, just thinking about it. It got down to about 50's maybe even 40's, could this have caused a problem?
