Certainly they can, using the same criteria as with other lighting sources - spectrum (color temperature) and intensity (wattage).
Recognize however, that due to their spiral shape, a fair amount of the light does not escape to the plants, so the lumens per watt tends to be lower than T5's - typically 70-75 versus 90.
Don't forget the need for a good reflector too, or a lot more of the light is wasted on the plants.
