That's where new growths come from in Cattleya Alliance hybrids. It's perfectly normal. The correct name of your orchid is Cattleya Final Touch 'Mendenhall'. It has Cattleya Drumbeat as one of its parents so it should be a BEAUTY! Have you flowered it yet?

Yeah, that looks normal to me too. Since the growth is a little bit elevated above the potting mix, the new roots might (but probably won't) have a little trouble figuring out where the potting mix is. If that happens, you can just mound a bit of the mix around the base of the new growth. That's not likely to be necessary, but something to keep in mind.
