Red specks/freckles at base of Phal?

I've noticed that I'm starting to get a few of these red specks at the crown or base of my Phal. They look like small freckles.

Does this mean they are getting too little light? too much light? just enough light?

I think it means it's happy with the level of light. Most of my phals that are doing well have these red dots.
