i am a bit worry about your plant. First the root has rotted.(too much water and no dry rest). That explain for the gradual shriveling of the pseudobulb. No roots -- NO water.

second..
From the slight yellow marking, I think you have mites problem. You have bring your plant
to a nursery and ask the farmer to check for you.(unless he is clueless about orchids)
Use a tissue paper and wipe the leave , check if the yellow stuff transfer to the tissue
paper. (I am not referring to the white powdery stuff, that is fungicides). If the yellow
stuff does transfer to the tissue , you have mites problem. If not you are fine.
This orchid is seasonal. In another words, you have let it go dry dry dry before watering again.
Do not water until you see new roots or new shoot.

This is a bulbophyllum of some sort. Bulbos do not take a dry rest as digitalgate suggested, though I do agree that it could use fresh mix for the roots.

Bulbos are tropical so they like warmth and water but not too much light. I found a pretty good culture sheet on bulbos that should help you: http://www.clanorchids.com/culture/bulbcult.htm

Let us know if you have repotting questions and keep us posted on your progress.

-Cheers

Bulbophyllum phalaenopsis?? If so, and you don't know what the blooms are like, you are in for a BIG surprise!

If it is Bulbo. phalaenopsis, it's a baby and has a way to grow before attaining blooming size. There are a few Bulbos with these long floppy leaves. I really need to learn more about bulbos.
