Chlorosis of Nobile Den

My little Himezakura seems to be suffering from some chlorosis of the leaves. It's been growing well, new leaves keep coming out. A few tiny new white roots appearing. I stopped using nitrogen fertilizers and only giving it worm tea. All my other little plants with the worm tea treatment are doing fine - but this one grows a new leaf, drops a leaf, grows another, drops another.

The picture may not do it justice, but the leaves are a light green color. Looking closely you can almost see the veins. No bugs. Not overwatered - if anything, perhaps not enough water - I wait til the skewer is just slightly cool. It's also not drying out real fast because it's been cold here. It's on a west windowsill with sheers. Water ph 7.6 To give you some perspective of size, it stands about 10-11" tall from the base of the 3" pot to the top leaf.

I'm at a loss. I don't know what else to do. It needs something - I just don't know what. I welcome your comments.

Nobile Dens lose all their leaves within two years of emergence and lose most of them within one year.

Never be concerned about losing leaves of Nobiles unless it is the newest leaves

Jerry: The leaf loss is always the bottom leaf on the cane. Is that the normal process to lose the bottom leaf after one or two new ones have emerged? The reason I'm asking is because it's a new cane just this season.
