No - it's the soap. Cinnamon is an antibacterial, though the 'bite' of cinnamon may discourage the little bastards.

Here's a recipe for insecticidal soap:

1 part rubbing alcohol; 3 parts water; 1 tbsp dish soap (or any liquid soap; I use Dr Bronner's peppermint when fighting aphids because the peppermint oil burns their mouthparts and discourages revisits. I've excellent success with this formula on my fuchsia, but it did take reapplying every three days for a week or so).
