using sulphur fungicide

Hello, I need to know how much I should dilute the 90% "dusting sulphur"

It says to use 4 tbs per gallon, but then it lists apple and pear, and says to dilute to 1 tbs per gallon.

Orchids, although very tough, can be sensitive to chemicals, as you probaly know. I want to be able to have it be strong enough to kill the disease, but not strong enough to kill or damage my plants. The instructions don't have ornamental plants listed, so I am worried about furthur damaging my already weakened phals. I spent a good 5 bux on each one, and I would like to bring them back to health. hehe.

If you use this product, what dilution do you use? I am using it for root rot and there seems to be some powdery mildew on one of my phal leaves. If there is anything else you need to know, tell me.

Also, can I apply this stuff straight to the cut tips of the roots? Or are we getting into serious chemical burns here? It is "dusting" sulphur, so apparently one can just throw this stuff on some kinds of plants and it will be fine.
Thanks.
