Ok, I would do a little check on the roots. I would use a skewer to check for when to water. Check out this thread. Soaking to water is a good method, just make sure that it needs the water.

Now for lighting. I see you said you live in Wisconsin and have the plants in a West facing window. This will allow the plant to live and maybe even grow, but a Cattleya will probably never flower under these low light conditions. You may find that you will need supplemental lighting.

It will also help in the future if you could change your location in your preferences. This way if you have questions in the future, members will be able to know what kind of growing conditions you have.
