that combo is generally described as a bloom booster, i agree 1/4 strength is safe. if i do use it i apply it as the new growth becomes mature before any spike or bud shows. i use it to set the stage so to speak. jmo i don't fertilize much and not at all when a plant is in bud or flower, but that's just me.
