A soak in a dilute solution of fertilizer and liquid rooting hormone or superthrive often helps give the plant a start.

Don't know if you can get the root hormone or superthrive where you are. Search for "propagation supplies" -- the kind of root hormone that is used for rooting cuttings. This usually comes in powder form, but is also available as a liquid or a gel.

If all you can get is powder, soak in a dilute fertilizer solution and then use the powder as directed.

However, I agree that the vendor shpuld replace any poor specimens with a higher quality plant.
