One reason for Nobiles not flowering is too much nitrogen during its bud setting stage. In the US that is from August to February. It is probably reversed in Australia.

It is best to stop all fertilizer during this period.

Also the plant needs a cooling to flower. It should have a 20 degree temperature drop from day to night with night temperatures around 50 or lower. I have frozen them into the low 20s without even having a bud drop.

They can easily take 10,000 foot candles of light but I have also flowered them in under 4000.
