Welcome to the forum jaymewar. First of all, isolate your new plant from the rest of your orchids until you know what is wrong with it. Bacterial infections will be soft and mushy, so we can count that out.

I have never experienced this so I am not sure what is wrong with your Phal, but I have a book with an exact picture and written description of your pictures and what you are telling us. I think your orchid may have a virus, Cymbidium Mosaic virus (CyMV), which apparently is quite common. It can attack all types of orchid. Look this up on the web and let us know if you think this could be a possibility, and then we can figure out a treatment!
