I am not sure if you can get live Sphagnum moss in your location.
maybe one of our members in your location can point you in the right direction with that.
the best way would be to get some NZ sphag put that into a clear plastic bag and keep it moist and with time it should regenerate for you.
I do not use tap water on the sphag I use I have tank water as the sphagnum moss I get comes from the mountains and always damp.
