For the temporary leaves which protect the new growth while it is growing, bract is the correct term.

For the thin leafy "envelope" which protects the flower buds while they are forming, sheath is the correct term.

Neither of these structures is properly called a "sarong." The best way to avoid confusion in the long run is to call things by their proper name.
