Welcome, crashpack! This plant is dormant, so it does not need watering. As you get into spring, look for new growth appearing at the base of the most recent pseudobulb (the one with the white, papery covering). When the roots at the base of the new growth are 2 to 4inches long, then you start watering.

Personally, I like to do my repotting as soon as the new growth appears. That way I can orient the bulb to give the new growth plenty of room in the pot. Then hold off watering until the roots are long. By then, the new leaves will be spreading out a bit also.
