Canada has different rules about chemicals from the U.S., I know. A good rule of thumb is that if the product is safe for roses, it is probably OK for orchids, too. If you have access to a real nursery, they should be able to tell you what is available and would be effective for mealybugs.

For what it's worth, the ingredients of the Bayer 3-in-1 are imidacloprid, tau-fluvalinate, and tebuconazole. Imidacloprid is thought to be harmful to bees, so I would be cautious about using it on outdoor plants.
