Dying flowers isn't that uncommon. It's more common in the dried flower trade where natural pigments are often lost but you do occassionally see it with fresh flowers, esp carnations. The dyes are usually non-toxic and as I understand it don't effect the flower's life to any great extent. Personally, I find them unnaturally gaudy but each to his own.

Flowers are dyed by sitting the stems in dyed water and allowing the dye to be drawn up into the flower during transpiration. I got the impression that the flowers on the desk you mentioned were still attached to the plant.
