while cultivar names are usually given to awarded plants, I find they are used often for 'New' crosses of old favorites.

If I cross two plants never before crossed I can register the name with RHS in london. If you then cross the same two plants, your cross would usually carry a culture name 'kMarch' or whatever. If mine was awarded you could not properly use my name without the cultivar name, since that would be incorrect and yours may not even look like mine. Crosses can be that different.

To a large extent it is used a now for a nursery to distinguish their plants from a competitors. It is still a business at this level.
