Has the plant produced a new growth in the last 12 months? This is the only question I would have. When rooting starts relative to new growth can be anytime, when the new growth is a couple of inches long or not until the new growth has matured and bloom, in other words, just before starting another new growth. And each of these types of rooting times will be perfectly normal for that particular plant. If you have had the plant less than a year, you will have to wait a full year to find out how this particular plant arranges its schedule.
